He is free to implement the civil service like criteria in public universities. But should stay well clear of private universities that should be free to apply their own criteria. I think Commission is overreaching its mandate.

In some areas experience can replace PHD.

They will stifle growth of universities....we need all sort of universities offering all sort of degrees...like India. Those who want quality degrees will go to UONs..those who want to get community college degree..will go to MKU. The employers will chose who to hire..

That brings to mind William Faulkner. He never graduated.

PHD will never replace experience. Even in top universities they hire emeritus without PHD to teach some courses. Experience matters

I don't get why someone with a Masters cannot teach a Bachelors course in her area of expertise. Many lecturers with masters are enrolled for a PHD, anyway, are they not?

I agree. There is a stark difference between pure academics and those with a great deal of practical experience. But I think it also depends on the actual subject/course.

Beside i doubt we have enough PHDS to fill lecturer positions. And those PHD will be paid significantly higher salaries leading to more expensive education.
